This seminar offers two programs to cater to the varying levels of surety industry experience. The Level 1 Program (October 24-25) will provide both an overview and detail on the commercial surety line of business. It will provide newer entrants into the surety industry with details regarding the many types of commercial surety bonds and considerations regarding the underwriting process. Underwriting issues will include topics such as bond language evaluation, financial analysis, duration, and assessment of the class of business risk. The Level 2 Program (October 25) is intended to aid the more experienced surety professional in developing a deeper understanding of specific issues and topics.


ADVANCE REGISTRATION

We will be accepting registrations for each Program on a first-come, first-served basis. To register, please fill out the attached form and return it with the registration fee to: Meetings Department, The Surety & Fidelity Association of America, 1101 Connecticut Ave., NW, Suite 800, Washington, DC, 20036. Please submit your registration by September 1, 2012 to ensure that you are included on the advance registration list. To verify that space is available, please call 202-463-0600.


CANCELLATION POLICY

A full refund of the seminar registration fee will be provided if the reservation is canceled by September 1, 2012.


HOTEL INFORMATION

To make hotel reservations, please call the Embassy Suites directly at 1-800-362-2779. A special rate of $219 per night is available for meeting attendees. All reservations must be guaranteed with a valid credit card and are subject to a 24-hour cancellation policy. 8:45 a.m. – 9:00 a.m. WELCOME & INTRODUCTION

9:00 a.m. – 10:00 a.m. LICENSE & PERMIT BONDS Helen Lally, Great American

Classification of bond types, underwriting considerations, and bond forms are addressed. Several of the major types of L&P bonds, such as contractor’s license, motor vehicle, mortgage broker, and customs, will be addressed.

10:00 a.m. – 11:00 a.m. PUBLIC OFFICIAL BONDS Scott Leone, Main Street America Group

Individual and blanket bonds will be reviewed. Underwriting considerations in relation to the statutory requirements will be addressed. PO bonds will be distinguished from fidelity bonds.

11:00 a.m. – 11:20a.m. BREAK

11:20 a.m. – 12:20 p.m. COURT BONDS: JUDICIAL PROCEEDINGS Elizabeth Heidl, Boston Indemnity Group

Various types of court bonds will be presented including forms, documents, hazards, term, risk factors, and needed protections. Appeal, TRO, attachment, replevin, and injunction bonds will be covered.

12:20 p.m. – 1:30 p.m. LUNCH

1:30 p.m. – 2:30 p.m. COURT BONDS: FIDUCIARY Elizabeth Bottemiller, The Hartford

Various types of bonds required of fiduciaries (administrators, executors, trustees in bankruptcy, and guardians) will be discussed. Their responsibilities and underwriting considerations will be explored along with some of the unique controls sureties can invoke.

2:30 p.m. – 3:30 p.m. FINANCIAL STATEMENT ANALYSIS Terry Reckamp, CNA Surety

This session will present techniques and skills to assist the surety professional in navigating his or her way through the bond principal’s financial statement, including the principal’s annual report, 10K, and 10Q.

3:30 p.m. – 3:45 p.m. BREAK

3:45 p.m. – 4:45 p.m. MISCELLANEOUS SURETY Launa Reidenbach, Travelers Bond & Financial Products

The miscellaneous class of business (those bonds that do not fit in any other category) will be covered. This session will address lost security bonds, workers’ compensation self-insurance bonds, and financial guarantee bonds. Risk issues such as forfeiture requirements, payment on demand, and long tails of liability will be addressed.

4:45 p.m. – 5:30 p.m. REINSURANCE Sharon Sims, Endurance Reinsurance

Some basic reinsurance considerations are presented by a professional reinsurer, including the types of reinsurance agreements for this product line, exclusions and why they are inserted, and co-surety clauses.

9:00 a.m. – 10:00 a.m. BANKRUPTCY PRINCIPLES T. Scott Leo, Leo & Weber, P.C.

This session will present basic bankruptcy concepts and will address issues in managing a surety portfolio of a bankrupt principal. This session will cover how a surety, by issuing new surety credit and providing other financial support, can obtain collateral and security to cover potential losses and obtain the Bankruptcy Code protections afforded to a party extending post petition financing.

10:00 a.m. – 11:00 a.m. PRIVATE EQUITY Scott Leone, Main Street America Group

This session will cover underwriting and financial analysis considerations in considering surety credit for a principal that has been financed through private equity.

11:00 a.m. – 11:20a.m. BREAK

11:20 a.m. – 12:20 p.m. LEGISLATIVE REPORT Lenore Marema, The Surety & Fidelity Association of America

Learn about recent legislative activity and trends affecting commercial surety.

12:20 p.m. – 1:30 p.m. LUNCH

1:30 p.m. – 2:30 p.m. Workers Comp Bond Claims Susan Camilli, Travelers Bond & Financial Products

The surety professional should be aware of the claims considerations when addressing claims under a workers’ compensation bond, including the different options a surety may have in remedying a default (financial settlement, ongoing claims administration, etc.).

2:30 p.m. – 3:30 p.m. MEDICARE/MEDICAID BONDS Robert Duke, The Surety & Fidelity Association of America

Learn about the different types of bonds required under the Medicare and Medicaid programs, including their history and underwriting and legal considerations. In addition, this presentation will include a discussion concerning how bonds likely will play a role in the future of health care.

3:30 p.m. – 3:45 p.m. BREAK

3:45 p.m. – 4:45 p.m. Non Construction Contract Bonds Helen Lally, Great American

This session will address the production and underwriting of non-construction contract bonds. These bonds generally belong to the Miscellaneous Bond class code of 500. Learn how the general trend of outsourcing by local governments could be creating new bond opportunities.
