A Government Leader's Guide to Bonds

Using Surety and Fidelity Bonds to Protect Taxpayers, Empower Businesses and Enable Innovation

Contract, commercial and fidelity bonds each serve a critical risk management and public policy function. This handbook provides an overview of each of these types of bonds, explains why bonding should be non-negotiable for agencies hiring contractors and for businesses operating within a state or local jurisdiction, and addresses how agencies can leverage this tool to protect taxpayer dollars and strengthen the public procurement process.

Binder of Standard Fidelity and Forgery Forms

This binder contains standard forms of bonds, policies, riders, endorsements and applications that were promulgated by The Surety & Fidelity Association of America for the fidelity, forgery and crime lines of business.



Bond Obligee Guide

This guide is designed to serve obligees who may want to verify the authenticity of surety bonds that they are being asked to accept. The most reliable way to authenticate a surety bond is to contact the issuing surety company directly. However, it is often difficult to ascertain the correct address, telephone number or person to contact at the surety.

Accordingly, this guide contains a list of SFAA surety company members that have volunteered to be included together with information as to how they can be contacted for the purposes of authenticating a bond. Since participation in this program is voluntary, not every surety company is listed.

 


   Cancellation/Non-renewal (Fidelity/Surety) Manual

This is a general reference aid which sets forth the cancellation and non-renewal statutes and regulations relative to bonds and policies for each state. Each state page references the relevant statutory notice provision for:

  1. Cancellations;
  2. Non-renewals;
  3. Increase in premium/decrease in coverage; and
  4. Block withdrawals.

Glossary (Fidelity & Surety)

This booklet contains a comprehensive collection of terms used in the business of fidelity and surety, defining words and phrases commonly used by bonding professionals. Synonyms and alternative expressions are also included. This unique glossary explains the language of fidelity and surety. 32 pages.

 

Guide to ICC Uniform Rules for Contract Bonds & Model Forms. Richard J. White.

Designed to assist users of the ICC Uniform Rules for Contract Bonds, the Guide contains an article-by-article review of the rules and clearly explains each provision. Contains extensive appendices providing detailed model forms of bonds and claims. 66 pages.

 

 

 

Manual of Rules, Procedures and Classifications for Fidelity, Forgery and Surety Bonds: 

This Manual contains fidelity, forgery and surety underwriting rules, loss costs, rating plans, risk types and class codes. Purchasers of the Manual will receive updated Manual pages until update service is cancelled by the purchaser. The Surety & Fidelity Association of America reserves the right to impose a periodic maintenance fee to defray the printing and distribution costs of the updated Manual pages. You are free to opt out of the Manual page update service at the time of purchase (See order form).

Mentoring Quick Guide

The Mentoring Quick Guide was developed by the SFAA Diversity & Human Resources Advisory Committee, Learning & Development Work Group. This document (toolkit) has comprehensive information focusing on four areas: Leadership Commitment and Organizational Accountability; Talent Acquisition Strategies; Learning & Development; and Engagement and Networking. Each component includes a menu of options, tools and practices for use in the development or enhancement of a company-specific diversity & inclusion strategy based on where the organization aligns with its diversity & inclusion goals. The modular structure was designed to enable members to utilize the resources in part or in full. 

 


Model Contractor Development Program: Making Surety Bonds More Accessible to Emerging Contractors

This tri-fold brochure explains the SFAA Model Contractor Development Program, the goal of which is to make bonding accessible to all qualified contractors and increase the number of small, minority and women contractors who are bondable. No charge for Members or Non-Members for up to 25 copies of this brochure. 



   

Newsletter

After many years of servers as a "Member Only" publication, subscriptions to the Newsletter, published by The Surety & Fidelity Association of America, now are available industry wide. The Newsletter is published six times per year and contains valuable information regarding industry developments, federal and state legislative activity, legal decisions, Local Surety Association activities, regulatory news and upcoming industry events.

Public Works Bond Statutes

This publication includes the text of the performance and payment bond statutes of all 50 states and the District of Columbia. For each state, there is a commentary describing the state's Little Miller Act and any unusual ways in which it has been interpreted. This publication is a loose-leaf notebook with separate tabs for each state, and it can be supplemented as amendments or court decisions warrant.

The Recruiting Brochure, developed by the SFAA Diversity & Human Resources Advisory Committee, was designed for use as a stand-alone piece or in conjunction with corporate recruiting materials. Members are free to download and print as desired.

This publication is designed to provide information about the subject matter covered. It is provided with the understanding that the publisher is not engaged in rendering legal services. Workers Compensation Survey

This publication provides information regarding the self-insurance workers' compensation bond requirement for each state. Each state page includes information regarding:

  1. Whether a surety bond is required;
  2. The required bond amount;
  3. Whether the bond incurs cumulative liability;
  4. Whether the bond form contains an aggregate liability clause;
  5. A description of the cancellation clause; and
  6. Whether the liability is on a "last-on surety" basis.
